Vagaari

This is the same faction from the Star Wars Galaxy mod.
I broke it out, so you can use the faction in a normal Reassembly game.
Do not try to use this at the same time as the Star Wars Galaxy.

A nomadic warrior race in the Unknown Regions. Their technology is not strong, but they are ruthless. They do not have strong shield tech, but instead house prisoners in shield bubbles on the exterior of their ships, forcing attackers to kill innocents. Expect their weapons to follow the same viciously practical attitude.

Update 2/7/17:
* Vagaari faction completely reworked (I was never happy with the way it looked):
- Your old ships will still work fine, but some blocks have been depreciated and no longer appear in the palette.
- A few new block shapes added.
- Some new projectile weapons added.
- Thruster and weapon colors have changed.
- All new ship designs.
- Pretty much everything rebalanced.

* These factions will probably be a little under-powered. I balanced them to fight each other. Not to fight the default factions.
