Wired Prisoner Level Changers

Adds 13 new wired utility objects, one for each category (including Death Row), and small radius versions of each (NEW FEATURE).

First, unlock Level Changers.
Then, wire a Pressure Plate or Power Switch to one of the prisoner level changers.
Lastly, watch as how nearby prisoners instantly change level.
