I believe the author just forgot to set all needs to 0, so as a building the lights automatically had a certain requirement that was not changed.

Hello....... Seems the garbage problem has been fixed.......but why do my PAPI Lights still produce garbage? Should I dismantle and replace them?

It isn't under the airport menu anymore for me too. I can't find it anywhere in the in-game menu.

These lights and the landing lights now need garbage and water collection and road connection for some odd reason, any ideas guys. :(
