actually its high commercial ... the assets describtion says low, but it is high commercial
the fact its lvl 1 is because the building isnt very tall and it fits better with other lvl 1 buildings
check out the unique ploppable version for a bigger IKEA

Why does everyone make lvl 1 low density commercial?! It means my city looks awesome and varied at start, but as the buildings evolve the buildings become less and less varied. In any case, IKEA is more a level 3 or at least 2 than lvl 1, imo. Can you make an alternative version?
