If you want to save a mod just copy the corresponding folder to another location on your computer, that way if the mod ends up being taken down at a later date you can always just drag the .vpk files to "(Drive):\SteamLibrary\steamapps\common\insurgency2\insurgency\custom" to get it to load into your game again.
Note that a lot of mods are taken down or temporarily disabled because a new Insurgency update usually breaks a handful of mods. But since the game is no longer being actively developed most of the mods that exist currently can be used indefinitely.
