Intro
Today i will show you how to create a unturned 3.0 server, mostly becuase I was asked, and I get asked for help on a weekly basis.
Thank you so much for getting this to +6000 views. Didn't know so many of you wanted a server.
If at anytime you want a visual represetation, I highly suggest Nelson's Video tutorial.
Also, this is meant for WINDOWS unturned. I have no clue if this works for any other OS. Keep that in mind.

Unturned USO
This is more of a legacy guide. It is now the old way of making a server from scratch. Some German developers have put together Unturned USO (Unturned Server Organizer), a free program that will make it far easier to setup a server. It takes about 5 minutes to setup a server, and it's VERY hard to mess up. The old way (this guide) can take up to a half-hour.
TL;DR: Use USO because it's faster and easier than doing it yourself.
This does not port forward for all routers, but most.

I don't know why people think this is shady. The devs are german, and can be found on steam. I've talked to them and helped them with the USO, and they're cool guys.

Making the .exe
To start this multi-step process, Go into you computer's C: drive and get to the unturned.exe file.
Computer > Program files > Steam > Steam apps > Common > unturned > unturned.exe
Once there, right click Unturned.exe, and create a shortcut. Then right click the shortcut, and goto properties.
In properies, there should be a target line. In this line type after the quotes:
-batchmode -nographics +secureserver/server name
It is important that you do add spaces in front of all the +/- signs.
Also, you can substitute +secureserver for +lanserver OR +insecureserver.
Lan only allows others on your router to connect, Unsecure Removes saftey measures.
After you do this, run the shortcut, and use the command shutdown to close the window.
The server may take 30+ seconds to respond, so don't get mad at it.

Adding commands
Now you need to add commands to your server, to make it run.
Go back into you unturned folder with the same path from above, and from there:
Servers > server name > Server > Commands.dat
Open the .dat file with a default word processor, like notepad, wordpad, or notepad++.
Once in there, you must type in the following:
Name (server name)
Map PEI (unless you made your own map, then substitute its name)
Maxplayers ## (10 is a good start, default is 8)
Pvp (or Pve)
Welcome (message)
The welcome message is completely optional, but is a good addition.
Once you've done this, you can run your server.
But noone can connect over the internet?!?!

Mods
Mods for Unturned servers are really, really, really easy.
Simply download the modpack, and put the folders inside the appropriate folders.
For example, most mods are gun mods, or simply item mods. Extract the folders into unturned > bundles > items
When someone joins, they'll automatically download the mods. They should. You shouldn't contain modpack items in the loadout, just in case someone dosn't get them..
^^ that is old information for older servers ^^
Subscribe to the mod, move it from
Steam > Steamapps > Workshop > Content > 304930
The URL of the steam mod will be the matching folder ##
Move that file to:
Steam > steamapps > common > unturned(serverfile) > Servers > Servername > Workshop > content
That will be a mod on your server now.

Loadouts
Server loadouts can allow for different skillsets (found under the character specialty in the main menu). This allows for different skillsets to spawn with different gear.
The 11 Skillsets are listed below; 255 affects all skillsets:
- 0. Civilian*
- 1. Firefighter
- 2. Police Officer
- 3. Spec Ops
- 4. Farmer
- 5. Fisher
- 6. Lumberjack
- 7. Worker
- 8. Chef
- 9. Thief
- 10. Doctor
- 255. All skillsets
*Civilian is when you have no skillset selected
The command for loadouts is:
/Loadout [skillsetID]/[ItemID]/[ItemID]
- Add additional /[ItemID] to add more items to loadout. (Leave out brackets when adding in IDs)
For Example: /Loadout 3/4/6/1172
Would give anyone with the Spec Ops skillset, when they spawn, an eaglefire, 1 military mag, and Spec Ops bottom.
Similarily, /Loadout 255/81/81/1176 would give all players who spawn in 2 MRE and a GPS
HOWEVER, you cannot have both loadouts 0-10 and loadout 255, as whichever one you have coming first in server commands overides the other loadouts.

Port forwarding
Port forwarding is the hardest part of making a server, and I can't make a sigular guide for it.
Port forwarding allows you to open your server to others across the webnet.
The process to port forward is different for nearly every router.
Luckily, you can ussually find instrucitons with your router, or on the internet.
If you're not sure, find your router, and write down the Model / Maker, and google that.
The general blanks I can help fill in are:
The port you are forwarding is 27015.
The service name is unturned.
Your IPv4 adress can be found with entering ipconfig into a CMD or MS-DOS window.
Your public IP (to give to your friend) can be found at http://ipchicken.com.
I cannot truly offer more help than that.
And without port forwarding nobody can connect over the internet.
***
NOTE: Port forward a few extra ports (27014-27016 or 27015-27017) for this to work, in some cases.
***
-=-=-=-
♥♥♥♥♥♥♥♥♥ is terrible, but you can use it.

Notable notes
Once you set up this server, you might want some admin commands.
I happen to have a guide specifically on that subject.
You give friends you public IP adress for them to connect across the internet, If they're on your lan / Wifi you can give them your IPv4 adress instead.
Not reaching across the internet for friends/randoms? You probobally didn't port forwardright.
If you notice any typos, or have questions, send me a message, or drop it in the comments.
