If you're dealing with Tumhorn or Shagflak, who are immune to everything but Graug headbites, and you are unlucky enough to have the riot near the westernmost Forge Tower, where Graug bait is unavailable, Zugor can be your ace in the hole. You'll lose out on the points if his explosives kill the Warchief, but at least your whole run won't be endangered by spending 5m whittling down a single foe.
Also, I disagree completely with Vlad's suggestion (#12) to let bodyguards escape under any circumstances. A bodyguard who escapes and is promoted to Warchief is not guaranteed to get any bodyguards of his own - if this happens, you will have spent the time necessary to lure/kill a Warchief without making real progress towards completing the trial.
Despite what #3 in the guide suggests, Zugor is not uncontrollably aggressive in attacking the enemy Warchief during a riot - actually, all the friendly Warchiefs are frustratingly timid - and this gives you plenty of time to wipe the enemy mooks with an arrow barrage and then Shadow Strike into melee to deal with the enemy bodyguards.
