Tired of seeing nearly your entire army annihilated by your opponent's agents' vile sorcery before they even reach the opposing forces? Feel so restricted with the number of armies allowed in vanilla it doesn't fulfill your dictatorial needs?

This simple mod raises the army and fleet cap to 250, number of edicts to 57, and removes the AI's budget for agents, so that you can still use them yourself to boost your general's stats and whatnot.

have worked for me previously and quite good at that.
I tried rise of the republic and could ony field 2 armies, but could field 3 without the mod, it seems it locked my imperium level to 1

First things first, I love the concept behind this mod, as Rome historically had around 30 legions at the height of its power. Personally, armies and fleets should be limited only by upkeep (which makes trade more essential--though a mod for increased profits also helps) and not by a hard cap the vanilla game does.

That being said, have you thought of increasing the spawn rate of statesmen (at least 2 per turn) to keep up with the armies that are raised? Also, if anyone can recommend another mod (besides Dresden's Historical Family System mods) that increases the chances of spawning a statesman from your political faction, that would be great. (Since bribing a stateman from a rival political faction is much harder in patch 18.)

@Platvia12 What you do in that situation is get generals with night attack abilities and use them to pick off the enemy armies one by one
