are the extra heroes for the regimes supposed to not spawn in when changing and only appear when chosing to start as them?

it only happens when i try to use the comp mod and no cruiser left behind,when i just use your new BIHE mod it works fine.

none of the start heroes appear now,nor does the little intros fire where your faction learder gives a briefing
