I haven't had any plans to make the potions purchasable at all. Gold is already a fickle thing in TL2, but the real problem rests within the fact that the potions can be obtained throughout the whole game, save for the first few areas. Any fixed price on them would only be ideal for a certain level range, which would make it relatively harder to get potions before that range, and too easy to get them later. I'm also not very knowledgeable with setting up custom items/vendors, and I'm not sure if there's even a way to make the price scale with level, or set a limited amount to be in stock at any time.
So I'm stuck with flat drop rates until I figure out how to not be lazy and use the editor better.
