frugal consumables (v.4)

brings scarcity to dynamite, identity scrolls and mana and resist potions, less so to health potions. modifies merchant inventories.

this mod is designed for the drop rates in vanilla play or in my rt gameplay cluster mod and the mod pack that contains it: Resist potions drop off of regular creatures and champions. Identity scroll drop rates were increased somewhat in daylight robbery, which is part of the gameplay cluster.
