The official rules http://sourcefilmmaker.com/saxxyawards/guidelines/ merely state:
"You are free to use any Valve IP."
It's just that most people do TF2 videos with SFM because the TF2 characters lend themselves best to stories. But the rules states "You can use any Valve IP [intellectual property]", which includes game franchises such as Half Life, Counterstrike, Left 4 Dead, and Portal.
Last year, the Saxxy Awards 2012 included the TF2/L4D crossover "Scout vs Witch, a tale of boy meets ghoul". Heck, the TF2/ZombieU crossover "Till Death Do Us Part" by lozeng3r was even among the four final nominees for Best Drama!
Also, last year the Saxxies included a "Original Universe" Category, for people who wanted to do something wildly original with the Source Filmmaker, but it had so few entries that Valve dropped that category this year. This video would have fitted right into that.
