In the attached screenshot, the drums stacked next to the hoop were originally stacked in the hole in the fence to the right. Since the drums are light you won't need any strength augmentations for more sturdy objects like dumpsters.

Place them as shown in the screenshot, making sure to leave a gap between the single and double so that when you hop up onto the first drum you don't knock over the stack. Then grab the basketball, hop onto the bench, then to the single, then to the double. Aim up so that you are holding the ball above the rim line, move forward, and when you have the ball over the rim, release. It will fall through and the achievement will be awarded within 30 seconds.

Do remember that, since the drums are light, they are prone to being knocked over. The gap helps with this, as does starting from the bench instead of the ground, but it may take a couple falls and attempts. Also, you may lose grip on the ball occasionally when jumping to the first drum, as you will fly just high enough that the ball will come to rest on the top of the drum stack or roll off. Finally, make sure that, when you're on the second stack, you're looking up to the point that you can barely see the rim at the bottom of the screen, otherwise the ball may bump the rim and fall out of your hands.
