As stated in this guide and some places in this thread, there are a total of 26 radios you have to put in the correct location for these sounds to play. And, as a person who has put their interest in ARGs, I can confirm that these sounds are actually cryptic messages. Only 4 radios emit morse code, while the other 22 are actually something called Slow-scan Television sounds. [en.wikipedia.org] Slow-scan television (abbreviated SSTV) is a picture transmission method, used mainly by amateur radio operators to transmit and receive static pictures via radio in either monochrome or color.
