This is a merged patch I made to combine features from Cultural Overhaul with Ethics and Government and Dynamic Political Events. Please.run it alongside these three mods.
Warning this does not add any let factional revolts happen for the new ethics added by civic overhaul or do many changes but merging and minor tweaking, (You are free to use this to create a more complete patch)
