If you want to add carts to your game without adding hydrocraft you would need to make a mod that creates the carts in the game (Including images/textures/etc). The easiest way to do this would involve asking Hydromancerx if you can use part of their work in a new mod to add carts separately from Hydrocraft and (if they say yes) re-bundling all the cart related assets as a separate mod.
And yeah I guess it was just a bandaid until a vehicle could be built like that.

As far as giving it a 'more realistic' weight reduction, it's weight reduction is already 100% in the base mod which I feel is realistic as you don’t push a fork lift, you drive it. I also don’t think it’s particularly unbalanced one way or the other as of now (Feel free to correct me). As such unless there is a specific aspect of the forklift that you would suggest changing I currently have no plans for modding the forklift (At least until vehicles are in the default build.
