I know this answered and it is old, but if you look carefully, you can see this reflection everywhere in the game. I first noticed it in the theme editor applying blank, transparent water textures (which created a mirror-like, slow motion, jello surface). There it was... a reflected phantom city skyline of tall vanilla (I think) buildings.
