No, with this one the faction soldiers can use all the same armours as regular xcom guys, including the ruler armours.
The soldier class template from the ini file gets applied to each individual soldier at the moment you recruit them, but they wont get retroactively changed if you change the template after that.
So if you edit the ini file halfway through a campaign it will apply to all soldiers you recruit after that moment, but have no effect on any of the soldiers currently in your barracks.
