Adds the Praetor Suit in the game.

Features:
- The Praetor Suit from DOOM 2016
- Yeah that's it. Just the suit because Combat Extended coding is a pain to make guns for. Rip.
- Compatible for both CE and non CE users, outfit only
- Might as well call it "Praetor Suit mod" but I don't wanna
- Alright, that's enough feature writing

Does not include:
- I'm too young to die
- Hurt me plenty
- Ultra-Violence
- + DOOM PRO
- ++ Nightmare
- Awesome DOOM guns from the original mod

@Maverick no, the game's carry system is based on a fixed mass with the pawn and I have no clue how to raise it. Even backpack mods do not raise mass capacity

Is it possible to change the carry capacity a bit higher? The pawns are stronger with the outfit.
